I have one idea that from the first look could seem crazy but if you will think about it more may be it will not be so. Here is, imagine you are on an island in for example the Pacific Ocean. Next we collect to this island, let name it like Big VIP Island, all today's politicians from the world, it is; ministers, prime ministers, kings and queens, every little president and even the Pope. They will have only little things that really necessary, such as matches, knives, saws, little of clothes and may be constitutions of countries that they govern. We give them task to learn all the laws of their by heart and they will not be able to leave this place until they get on with it.
