My crazy idea is to build special little houses near a civilian registry office.

In this house a young couple who are getting marriage will be able to try their living together. I mean not just live together but they will experience difficulties of family life. The couple will have many everyday difficulties like cutting off hot and cold water, aleak roof, lack of food and money, etc. Also there they will have a newborn baby who will disturb them to spend romantic time together or make love.

And if in spite of all these difficulties they want to get marriage they should get marriage and they will have a successful family life.
