I'm interested in where are the cops when the traffic accident or traffic jam happened? Nobody knows..
I propose some rules for every person to know the rules.. In case of traffic jam anyone can solve this problem and can control traffic without cop's help.
It is very good and win situation. Usual person can make money and help other people. And our government needn't to keep tones of copes.
