Smoking in public places prohibition works in big cities of almost the entire Europe and USA. This law is great in fact, helping people, leading a healthy lifestyle, not to be subjected to passive smoking.
In my country (Kyrgyzstan) there is no such a law. It's nasty! Before I smoked and couldn't realize the value of such law, but after I quitted smoking, it became a real problem for me. It's okay if I am at a spacious place where smoke is dispersed, but the moment I come to a rock club, disco, little cafe it feels terrible. Smoke offends my eyes and it's nasty to breathe it in...

Beyond any doubt, it's up to a person if he smokes and destroys his health, it's his life and his choice, but the problem is when the person smokes in public places and makes non-smoking people to be subjected to passive smoking, thus braking the rule of non-smoking people to be healthy.
