My idea is creating new digital money - these are going to be portable plastic cards with small cellular-like receivers and transmitters attached.
Each financial operation from buying a sandwitch to making an investment would be controlled via settelites. This way, each financial operation should be confirmed both by the person transmitting money and money recipient using their unique codes.
These digital money couldn't be stolen directly, only the code. However, even in such a case any financial operation could be easily cancelled if considered illegal.
